ERP Kommune from TietoEvry is a cloud-based Enterprise Resource Planning (ERP) system for managing finance, HR, and other core processes in Norwegian municipalities. Based on the Unit4 ERPx platform, it is designed to provide municipalities with an effective and user-friendly way to manage their day-to-day operations.
Preparation and Setup
To ensure a successful integration, specific preparations must be completed within ERP Kommune.
Step 1: Order a Data Extract
The municipality must request a data extract from ERP Kommune through its customer contact at TietoEvry. The required data format is Stamdata3. Instruct TietoEvry to send the file access credentials directly to us at Identum.
Step 2: Configure User Data
For messaging workflows and access management to function correctly, all user data must be configured in accordance with the following requirements:
-
Link Positions to Units: All users must have a position that is linked to a specific organizational unit. This is critical to ensuring that automated workflows and access controls in the identity management system and connected target systems function optimally.
-
Assign Managers: To ensure that employee onboarding and offboarding processes function properly, a manager must be assigned at every level of the organizational hierarchy. This means that the manager’s unique resource number from ERP Kommune must be registered for all organizational units for which they are responsible.
Step 3: Structure the Organization Module
Note: We strongly recommend that the organization module in ERP Kommune be configured to reflect the municipality's actual organizational hierarchy, rather than as a list of cost centers. A hierarchical structure provides a dynamic and clear foundation for access management and permissions.
Example of a good organizational structure:
-
Municipal Director
-
Director of Health and Care
-
Department of Home Services
-
Department of Health
-
Department of Nursing and Care
-
-
Director of Culture and Education
-
Department of Culture
-

-
Department of Operations and Maintenance

Configuration
Once we have imported the data from ERP Kommune into an instance of the access management system, we should schedule a meeting to review the data quality. During this meeting, we will configure the Main Filter and Position Filter.
Main Filter
The Main Filter is used to exclude certain users from the import file so that they are not created in the access management system. This is useful for individuals who are in the HR system for payroll purposes but should not have user accounts in Active Directory or other connected systems.
Example:
-
Elected officials
-
Support contacts
-
Foster parents

Position Filter
The Position Filter allows you to exclude specific secondary positions from employees who may hold multiple roles within the organization. This is very useful for automated access management, as it prevents a secondary role from granting unintended permissions.
For example, we can filter out roles such as "foster home" or "contractor" even if the employee holds other primary positions.
